
Nobody else wants to say it, so allow me to throw myself under the "You dirty ofay racist" accusation bus. Seventy five individuals took to the field in lovely Ruskin Heights for Ruskin Heights Fight Night. Okay, so it was really not planned or scheduled, then again neither was the reenactment of the OK corral shoot out that took place last month at a west side community center. In both cases, there are a few common denominators, Large groups of Black kids from different schools or parts of the city, lax or nonexistent security, and not nearly enough arrests. It all begs the question; Why can't these black kids take Rodney's advice and just "all get along"?
That's the 65,000 dollar question, and the answer is as complex as the road that led to a subculture within the African American community, one that involves a minority of that community, yet reflects upon each and every one of them. While it is unfair and untrue to say that all black kids have reverted to a no brains all brawn type of attitude, that doesn't stop us from thinking it, or saying it, with a practiced sigh, a tsk tsk, and a "those people" attitude. For our part, and by our, I mean myself and most of my readers who are white, we can rest easy , hey it ain't our kids. We can just move, sprawl out a little more, and let them beat hell out of, and or shoot one another to smithereens. After all, young Biff and Muffy are performing splendidly at Abercrombie High. And much like the Ostrich who hides his head in the sand, only to be surprised when he gets bitten in the ass, we will rise up in righteous indignation and bewilderment when one of theirs takes one of ours. When the occasional rolling gun battle spills over to Brookside, or someone gets capped in the great white north land, we can take comfort in the street side interview on the nightly news. You know the one, the nice looking soccer mom, or the biz guy with graying temples and Tom Watson golf shirt. The reporter standing in front of windows dotted with bullet holes, and then comes that classic line, " This type of thing NEVER happens here" or "I can't believe this happened in my neighborhood".
There is a domino effect that takes place, the precursor to urban sprawl and white flight, it starts with one family, just one. There was a time, in the not too distant past when sleepy little bedroom communities like Grandview, Raytown, Hickman Mills, Ruskin, ....need I go on, were products of whites abandoning the city for safer ground. Then THEY followed, one black family, then another, and another. And we fled, first one, then another, and one more. Schools that were once bastions of education became thunder domes, replete with metal detectors and armed guards. Funny thing is, those first black families who moved in were just doing what any law abiding hard working person would do when their family was at risk. The whites would look up and see the new neighbors , say "Holy Shit, they've found us" Further mass exodus ensues, and eventually the bad guys move in among the majority of decent black folks, the area deteriorates, lather, rinse, and repeat, the cycle perpetuates.
I know, I seem to be rambling here, just stick with it, there is a point to all of this.
You can't blame white people for fleeing a sinking ship, any more than you can blame the people of color who follow them, trying to escape the insanity of the urban core. People want to feel safe, they want their children to prosper and grow in to adulthood. Wanting what is best for you and yours is a common thread that knows no racial or economic boundary. In the past, I've been a little tough on my white brethren who choose to flee, deep down, I get it, I understand, and who can blame them. The soccer mom who grew up in the Ruskin of 1975, is not to blame for the Ruskin of 2009. When she fled to Jo Co, or Blue Springs, it was an act of self preservation. It was also a lesson in futility, because eventually, they will follow. First one, then another, and on it goes.
Undoubtedly, some wise acre will pop up in my comments section with that proverbial 65,000 dollar question,"well whats the answer?". How do you stop a small minority of ill mannered predators, from pissing in every ones Post Toasties? Groups like Aim For Peace are impotent and ineffectual. There is no single group or person who can fix shit in the urban core, or in the burbs that have turned in to high crime annexes. It has to start at home, naturally, but a parent can only do so much. A single mother with two jobs can only do so much. The schools could do something about the mob mentality at its events, either increase police presence or stop having them altogether. Same goes for community centers, stop having events that bring rival groups together. Before anyone starts snivelling "The kids must have an outlet other than the streets", allow me to retort ; sponsoring events from rival schools or areas hasn't really done anything but provide a breeding ground for what we saw at Ruskin or at the West side community center, has it?
I don't know the answer, if I did I'd be more loved than Gandhi and rich as Bill Gates. The truth is, we, all of us, have a hand in this. The floodgates have gone from open to completely washed away. Urban schools no longer teach, they are bedlam, the administrators worry that some irate parent will sue or cry racism, if they demand some young thug to act like a decent human being or face consequences. They leave the teachers to fend for themselves, and blame them when they can't do it on their own. Parents blame everyone but the little prick they half assed raised. Law enforcement is a joke, not due to their own ineptness but because of cuts or constraints, or fear of lawsuit. The answer, as much as it pains me to say it is this; There is no answer. We are as fucked up as a soup sandwich. We can throw money at the problem, we can hold vigils, we can all run out and buy security systems and get gun permits, but it's not going to change anything. The die was cast several generations back, and now both sides of the divide are paying the price.
While I don't know what the solution is, I know what it isn't. It isn't cutting an already thin police budget by 10 million, it isn't groups like Aim for peace, who make grabs for tax payer dollars after a season of high murder rates reveal their impotency to curb crime, it isn't white flight and urban sprawl, it isn't ineffectual schools or night time basketball games in community centers turned in to war zones. It isn't anything that has been tried and failed. Greater minds than mine will need to figure it out. In the meantime don't be a stranger, drop me a postcard when you land in Louisburg Kansas or Peculiar Missouri.

ReplyDeleteNot to be snarky, but there was NO Soccer Mom living in Grandview or Ruskin in 1975; the transformation from safe suburban neighborhood to chaotic drug dealing war zone was 90% complete by then.
ReplyDeleteAnd the white flight you refer to did not take place overnight; blacks moved to Grandview, Ruskin Heights and Raytown in the late '50s, early 60s. And, in fact, many of the folks still in the 64130 zip are white.
But your larger point is well taken.
While duly noting that there are a multitude of causes for the suburbs generally going to hell in the same handbasket as the urban core, chief among them is the simple fact that many young blacks have no reference for "take Rodney's advice", much less the dripping irony with which a black parent might impart it: people who need to teach aren't.
And, yes, poverty will lead to crime. No argument there.
Yes, our public schools need to educate. Just as parents need to impress on thier children that they're in school to learn, not bang.
Social policy can also lead to drugs and crime.
Our country's lack of a sane drug policy comes foremost to mind; the prepronderance of criminals in our prisons have a direct correlation to drugs - usage, sales or ancillary crimes in conjunction to use or sale of drugs.
Were the Federal goverment to phase in legalization of pot and schedule 4 drugs; were they also to set standards for manufacture and usage similar to what the FDA does now; were sales to be controlled by the governemnt or a government mandated entity; the crime attendant to drugs would decrease so rapidly as to make your head spin.
We'd also be doing Mexico, Pakistan, Afghanistan, Columbia, other parts of SE Asia as well as a damn list to long to enumerate here a huge, huge favor.
The obvious problem is that certain segments of our contry won't stand for it. These folks are, in general, the same enlightened beings who want to save every embryo from 'death' while insisting on killing other people in the name of justice.
It is also not too much of a stretch to say that not only are many of these fine folk tickled pink that the brothers are getting addicted and killing themselves off at a high rate, they also find acceptable the odd violent incursion past the 'dmz's, as long as the offenders are rapidly and severely punished, as this reinforces 'their' view of blacks with the general populace.
What view is that?
Generally these people still believe that "niggers" are less than human and should still be slaves. Just as they believe "they" should be able to tell the rest of us what and what not to ingest into our own bodies.
Or a multitude of other things.
Until such time as these people are far and few between, the sweeping social policy changes needed in this country to start truly addressing these issues will naver happen.
The answers are there. We just have to have to fortitude to implement them.

70's were from GV, ruskin and hickman, if they were any whiter they would have been translucent. So we can agree to disagree on when it began, and in the end the outcome was the same. Good points well taken other than that.
Yah know Doc, it's people like you who perpetuate the myth that white people who aren't liberal Obamamaniacs are racist wannabe slave owners. Well, I have a news flash for you. I'm the white gmother of a black/white 12 year old. I'd lay down my life for her in a New York second. Even though she lives in a heavily predominate white area, she's never known racism. She's loved by her family and has tons of "white" friends. She does well in school but there's hell to pay when she doesn't. She's never been exposed to racism in this place I'm sure you'd refer to as the white hell hole of Johnson County. She's a very happy kid, not into drugs, not into crime and I doubt she ever will be.

Nothing could be further from the truth.
I would not identify myself as a liberal. Nor am I entirely happy with the President; he has not done a few important things that cause me to doubt his intentions in areas regarding the Consitution, the Bill of Rights and the ever-growing corporate fascim in this country.
Nor did I imply that the entirety of the GOP is rascist - that was your interpetation. In fact, the seething hatred I refer to is cross-party.
I neither mentioned nor infered any geographical setting for my hypothosis - again, all you with the JoCo thing.
Finally, while I applaud you for adopting any child, and am sure that you are a caring, nurting adult influence, the fact that you, personally, aren't part of the issue does not mean the problem does not exist.

ReplyDeletePoor wording on my part. My main contention was that drugs and 'the life' had already permeated the (at least)Ruskin neighborhood by '75, not that, necessarily, there weren't white folks still about.

ReplyDeleteI think we could learn a thing or too about crime by NOT considering the problems as growing out of our peculiarly American culture and its racially divisive history. Maybe looking for the more universal features of criminal behavior across cultures would be more productive. I fear that our personal theories regarding the reasons of crime are reflective of our cultural bias. Anyway, I totally agree with doc that the inane drug laws are destabilizing our neighbors and needlessly incarcerating our youth.
ReplyDeleteAppalachia is home to the largest pot growing and distribution operations in the U.S. The poverty in those mountains invites the drug business, just like the poverty in Missouri rural communities invites Meth production. Crime and poverty go hand in hand no mattter the color of your skin. Also, I salute MM for spotlighting the implied racism in that anon's post.
ReplyDeleteAs for the problem of our area concerning race, poverty, and crime, there is no one problem. There are many. So then there can't solve them with one answer. We'll need many. It's the oldest rule in the book for problem solving, break the situation down into understandable pieces, determine the root cause of each piece, and solve them step by step. Trying to tackle it all in one omnibus attempt will accomplish nothing but frustration.
First, let's look at education.
We know middle class families of all races leave the Kansas City core to raise their children in a safe and accredited school district. I know it's the debate around the kitchen table of my Westport home when my fiance and I talk about our future and our children. We love our home and our neighborhood, but we both know the KCMO district is a broken, dysfunctional institution. If we can't afford private education, we'll have to move to a suburb so our future kids can have safe classrooms and an accredited education. Bad schools regardless of your race will drive you away.
How does one correct the problems of the KC School District? Solve that problem, and we have one critical piece of the overall situation resolved.
Maybe the KCMO district needs to be subdivided into multiple, smaller, more manageable districts. The district is one huge, unwieldy entity covering quite a bit of geography, and it's budget is burdened by a massive bureaucracy of administrative staff. Just look at the recent case revolving around the Independence School District takeover of 7 schools. Everyone inside and outside the district voted to give approval to the transfer, because we all knew the smaller district could more easily manage and give proper attention to the schools than the much larger KCMO district which has its attention divided in mutliple directions. I say reduce the size of the KCMO district, subdivide it into 2 or 3 districts along with seceding some territory to bordering districts. A small district with only 1 or 2 high schools and a handful of grade schools has the ability to focus on problems and give attention to indivdidual schools in a way that the current system would never allow.
As an added draconian step to make the tough decisions to subdivide the district, disband its broken administration, and rebuild each new smaller district with the goal of gaining full state accreditation for each, replace the obviously ineffective KCMO school board with a board of education professionals appointed by the State of Missouri. Have them clean house so to speak and once each of the smaller more efficient districts has gained the goal of full accreditation return that area to the control of locally elected school boards.
That's just one answer for one problem as I see it.

Stop fleeing when the first one or two black families move in. These first are usually just as well off as the whites they are moving next door to and don't want to see their property values go down either. If the rest don't move then there would be no where for the "bad" blacks to move into. Why does the sight of just one black family cause an exodus?

If I see my neighborhood going to shit (and there are signs of that already) nothing will prevent me from pulling the trigger and moving out of here. I am not about to conduct a social experiment on my own kid. And by "going to shit" I don't mean blacks or whoever moving here. We have some of each.I mean gangs, low-lives, drugs, deteriorating school district etc. I grew up not being surrounded by evil sons-of-a-bitches, never had to walk through metal detector and got first class education; I moved across the world so my kid can have the same or better, I can move another 20 miles.

I am glad they don't allow you in JoCo but here is a little stat for my kid's school:Students eligible for free or reduced-price lunch program 64%,and racially White, not Hispanic 52%,Hispanic 29%,Black, not Hispanic 13%, and I live within 1/2 mile from a deluxe trailer park where I am sure everyone is making 280K and just lives in a trailer to be close to their roots. Please go fuck yourself now.

Since I know Meesha, I can attest to the fact that he never had a driver when he showed up for lunch. Olathe, Overland park, hell most of joCo is chock full of middle and lower income folks.

ReplyDeleteCracker box house w/no basement is the norm in the northern section's. You also would be better informed just by asking a few folks about layoff's. Since most in JOCO are or were employee's, the downturn has hit especially hard.
JoCo's Golden Era ended at least 15 years ago when the flight from the Dotte invaded. I have friends who work for the police in Olathe and Overland Park, and I hear the same story from all: crime is getting bad, drugs are getting bad, and yes, there are now gangs in the Golden Ghetto.

ReplyDeleteI haven't checked this site in a while but felt I had to respond to this post. My husband and I live in Midtown, we moved here in 2005 from the suburbs of Detroit. Being from the epicenter of white flight, this subject is close to my heart. I agree with alot of what has been said here, but what nobody seems to want to point out is that EVERYONE has a responsibility to keep their communities the good place to live that they moved their for. Since obviously flight doesn't work, crime etc. just follows, I've never understood why people continue to do it. You want a nice city? Your area getting shady? Your schools going to shit? Stop bitching and moaning from a distance and get involved. Get angry. These problems become endemic only when good people have continued to do nothing except move further away. And yes, I put my parentw in that category; they both grew up in/near Detroit, my mom was there under curfew during the riots, but if I was there during that time, I sure as hell wouldn't have ABADONED MY HOME TOWN WHEN IT NEEDED ME MORE THAN EVER.
