It's vile. It's the latest nasty version of human shields which has a long history in war. The Union army used human shields during the Civil War. Western countries used human shields during both World Wars, but no longer, thanks to the Geneva Conventions. This latest tactic in Iraq is pure evil. Great to see that "surge" is working.
Right now, a special place in Hell is being prepared for the assholes that thought Down's Syndrome folks were an expendible resource. This place in Hell is ten times worse than the place reserved for the regular suicide bombers.
What did they run out of willing martyrs? "Here where this cool vest and go look at pretty birdies"...
